In our conversations with parents, we’ve heard a sentiment that charter schools aren’t held to the same standard as traditional public schools. This is actually not true at all. In fact, in many cases, charter schools are held to a standard above and beyond that of their traditional school peers.
Each new charter school starts with a Committee to Form, which is the original team that comes together to develop the school’s educational and operational model. With extensive input from the community, the Committee to Form develops all aspects of educational model. Once the City of North Las Vegas grants approval for an application, the Committee to Form transitions to the Governing Board of Directors and the leadership team.

Nathan Atkins, MBA: Parent Member and proposed Board President
Nathan is a U.S. Army veteran, Fortune 100 technology business consultant, author and speaker. Nathan brings expertise in executive leadership, board governance, financial management, and perspective from a parent and longtime North Las Vegas resident.
Willis Bowden III, JD: Community Member, proposed Board Secretary
Willis owns a local law firm committed to serving youth in the juvenile system, where he sees firsthand the disparity between youth of color and their peers. Willis is passionate about ensuring students of color, particularly those in North Las Vegas, have the same access and opportunities as their peers.
Kevin McPartlin, M.Ed: Administrator / Teacher, proposed Board Member
With over 28 years as an educator and 17 in administration, to include large urban high schools, high schools in North Las Vegas, and dual enrollment oversight. Kevin has made incredible accomplishments with the team he leads in closing opportunity gaps for at-risk student groups. He currently oversees 28 CCSD schools with a $120 million annual budget. His experience is unparalleled.
Dayana Vidal, MSA: Community Member, proposed Board Treasurer
Dayana Vidal, a Las Vegas native and graduate of a dual enrollment charter school, brings firsthand experience and deep community ties to her advocacy for early college access, particularly for Hispanic students. Bilingual and rooted in the local community, she combines personal insight with professional expertise as an accountant at a dual enrollment high school to help address structural barriers and expand educational opportunity at Necca Academy.
Anya Earl, MSW: Community Member, proposed Board Member
Anya Earl leads SAFY of Nevada with over 20 years of experience supporting North Las Vegas’s most vulnerable youth—students in foster care, many of whom are English learners, first-generation college-goers, or have faced homelessness. Serving a population with graduation rates below 50%, she connects families to vital resources and ensures students are surrounded by caring, committed adults.
Amy Moser, MAT: Teacher Member, proposed Board Member
Amy Moser, a foster parent, CASA, and veteran educator, has worked with North Las Vegas students in virtual schools since 2017, many facing poverty, trauma, and disrupted learning. A passionate advocate for vulnerable youth, she helped turn a 2-Star school into a 5-Star campus through innovation, collaboration, and belief in every student’s potential.
We couldn’t do this work without the tremendous showing of community support. Community Support Partners provide a wide range of support including student recruitment referral sources, professional development and training, guest speaker for student or staff events, student and family support, fundraising partner and much, much more.
Necca Academy is a school for students of all backgrounds and is committed to meeting students where they are on their academic journey. We will offer support for students who may be missing credits, have 504/IEP’s, require English language learner support, or alternatively, are ready to be challenged with even more rigorous, honors-level college courses.
Every student will build a customized academic plan based on your areas of strength, opportunity, and interests.
All students participate in a 4-part assessment to include college placement exams, internal assessments, transcript review, self-assessment and take a placement test and complete a self-assessment. We’ll ensure you meet all prerequisites and have the background to be successful.
Our goal is for every student at or above grade level after two semesters in our program. We do this by including built-in support time and flexible schedules to allow for remediation work as needed.
We work at your pace! We anticipate many students will feel uncertain about taking college courses – which is why we start you off slowly and with a ton of support.
Incoming Freshmen and Sophomore students will take 1 or 2 college courses and will have the ability to take courses specifically with other Freshmen and Sophomores.
While our goal is for students to build confidence to take full advantage of our dual enrollment program, we also offer a full catalog of traditional high school courses.
It’s important to us to allow for as much flexibility in scheduling as possible, while also staying connected and supported. In building your student schedule, we will work with you to prioritize how much support you’ll need in your first year.
For example, we will offer two in-person and peer-only options for College Success (ALS101) and College Composition I (ENG101). Peer-only means you will be in class with other Necca Academy students. You are highly encouraged to choose one of these two classes, but have the option to select any equivalent course offered through one of our community college partners.
Study Skills and Elevate 101 are required in-person classes. For Study Skills, you have flexibility in what time of day, day of week.
From there, all other Necca Academy courses are offered virtually with in-person support.
Nevada charter schools undergo a rigorous application and review process to ensure new schools have credible, evidence based plans, along with a highly qualified team, to serve the community. Comparable programs locally, regionally and nationally consistently outperform their districts.
Ultimately, we gage our success as a school on the success of our students. We choose evidence-based and engaging curriculum, we remove barriers that historically stand in the way of success (e.g. cost, transportation), and we hire the best people. Financially, Necca Academy’s model doesn’t carry the heavy overhead cost associated with traditional schools, meaning we can invest more in the classrooms and more in the students.
Fundamentally, we believe as long as our staff maintains an unwavering belief that you / your student is capable, we will achieve success together.
